CACC By-laws
- The group shall be called the Cleveland Area College Consortium (CACC).
- The purpose of the Cleveland Area College Consortium shall be to provide on-site college information fairs for Greater Cleveland corporations, and to organize other appropriate activities to inform adults of educational opportunities available at Cleveland area colleges and universities accredited by North Central Association of Colleges and Secondary Schools.
- The recruiting season will be a 12-month period between the dates of the Spring meeting to the following year’s Spring meeting. Traditional onsite recruiting visits are held between the date of the Spring meeting and August. Events held between August and the following Spring meeting will be optional.
- Responsibilities of Members
- Members agree to attend activities organized by the Consortium as specified in the Bylaws. On-site visits shall be arranged in proximity to Greater Cleveland in areas from which members draw students.
- Members agree to be on time and present at all required events as specified in the Bylaws. Absences and late arrivals/early departures of more than a 15 minute grace period will result in the following action:
Unexcused absences:
- First Absence: Written letter to the representative and supervisor reminding him/her of commitment to the group and alerting them to the fact that they were not in attendance.
- Second Absence: Written notice to the appropriate Dean of Admission/Enrollment explaining the individual college’s nonattendance and possible outcome of future absences, etc.
- Third Absence: Elimination from the CACC for two years. Possible reentry based upon a written appeal explaining the year’s circumstances, how things will improve, and a majority vote by the group.
Excused absences:
- Optional Events: The organizer of the event must be notified of non-attendance at optional events at least 48 hours prior to the event or the miss will be unexcused and the above absence policy will apply.
- As of June 1, 2006, all hospital visits are optional.
- As per past practices, events outside of Cuyahoga County may be optional based on the decision of the president and executive board.
- Events held between August and the following Spring meeting are optional.
- Required events and allowed misses:
- As of June 1, 2006, each school will be allowed a number of excused absences. These absences must be reported to the event organizer no later than 48 hours prior to the visit or the miss will be unexcused and the above absence policy will apply.
- The allowed number of misses will be 5 for each recruiting season.
- Special exceptions
- The announcement of a new company visit should be at least two weeks in advance. It is understood that this may not be possible at all times. In the case of shorter notices, schools unable to attend must contact the President for an excused absence. This absence will be beyond the 5 missed visits permitted.
- Events should be limited to no more than 3 hours when possible. For events which, by the company’s request, are longer than 3 hours, schools unable to stay beyond 3 hours can be permitted to leave materials at the table if they have notified the event organizer prior to the event. Companies will be told this possibility at the time the event is organized.
- Dues: CACC members are required to pay dues within 30 days of the receipt of the invoice. Amounts to be determined during the Spring semiannual meeting.
- Members agree to financially share the responsibilities of activities approved by the group. Costs will vary according to projects undertaken and approved by all.
- Members agree to attend two (2) general meetings each year. The site of the meetings shall be rotated among member colleges.
- Member schools agree to participate in at least one active committee of the Consortium or hold an office. Failure to do so in one recruiting season indicates that a college does not wish to remain in the group and can result in elimination from CACC.
- Each recruiting season, a member of the CACC will be designated as a contact person in case of emergencies. A back-up member will also be designated.
- Each member college shall have one official voting member. Normally the voting member representative for a college is the individual who does the recruiting/marketing for students.
- Officers of the Cleveland Area College Consortium.
- The leader of the Consortium shall hereafter be referred to as the President. The president shall be chosen among the voting representatives. The president shall have been a voting member of the group for at least two (2) years before undertaking this responsibility. Prospective president candidates may volunteer for the position and be approved by other members, or may be drafted by a majority of the group. The president shall serve a term of two (2) years, more or less, depending on the energy level and interest of the incumbent president.
- The Secretary of the Consortium shall be responsible for recording meeting minutes. The secretary shall be chosen from among the voting representatives and shall have been voting members of the group for at least two (2) years before undertaking this responsibility. Prospective secretary candidates may volunteer for the position and be approved by other members, or may be drafted by a majority vote of the group. The secretary shall serve a term of two (2) years, more or less, depending on the energy level and interest of the incumbent secretary.
- The Treasurer shall be responsible for handling financial matters for the Consortium, in consultation with the president. The treasurer shall be chosen from among the voting representatives and shall have been voting members of the group for at least two (2) years before undertaking this responsibility. Prospective treasurer candidates may volunteer for the position and be approved by other members, or may be drafted by a majority vote of the group. The treasurer shall serve a term of two (2) years, more or less, depending on the energy level and interest of the incumbent treasurer.
- The president, secretary, treasurer, past president, and member-at-large will comprise an executive committee which will make recommendations to the Consortium general meetings and be available for consultation.
- The member-at-large cannot be from the same institution as someone already serving on the executive committee.
- Any North Central Association college or university that meets the following criteria is eligible to apply for membership:
- The college or university must be an institution with North Central Association accreditation.
- The college or university must be a not-for-profit institution. Any institution accepted for membership prior to October 1, 2002, is eligible to maintain membership status under previous by-laws as long as they have not lost membership privileges. If membership is lost, the school will be subject to the currently existing by-laws at the time of reapplication.
- The college or university must meet one of the following criteria to be eligible for membership:
- The college must have its main campus in Cuyahoga County or in any of the six counties contiguous to Cuyahoga County (Lorain, Medina, Summit, Portage, Geauga, and Lake).

- The college has an off-campus/satellite location, housed in its own separate facility in Cuyahoga County, which offers significant and continuing course work toward the completion of a college degree, i.e., satellite facility cannot be housed in another college or university.
- Colleges interested in joining should apply in writing to the president who will then present the application for membership for discussion and vote at one of the two annual meetings. The condition of membership is acceptance of all member responsibilities.
- Membership shall be limited to 18 colleges. Once the membership has reached 18, a waiting list will be established. Eligible colleges will be admitted from the waiting list in the order in which they appear.
- A college/university may withdraw from the Consortium if it no longer wishes to share in the member responsibilities (financial or otherwise). If a member institution voluntarily removes itself from the organization for any reason, said institution may not apply for reinstatement to the organization for two years, and will be subject to the by-laws at the time of reapplication.
- These by-laws may be amended by a majority vote of member institutions.
